“Item is needed to improve safety of secured loads on PLS and HEMTT -series vehicles that haul ammunition, general and hard/soft cargo combinations. Current changes to Department of Transportation regulations have dramatically increased the need to improve tie-down and cargo securing procedures for military loads traveling off-post. Procurement of this device will improve safety as it improves tie-down security, and allow the brigade’s vehicles to meet current and upcoming D.O.T. standards. These devices will serve multiple capacities for the brigade’s cargo fleet, including enhancement of Command Configured Loads (CCL’s), increase security of loads for PLS hauling baggage without side rails, improvement of hard (ammunition) loads being secured with soft (boxes, parts) loads; and not crushing the soft load and reduction in the number of ratchet straps required to achieve the same load security. Over time, costs will be reduced as units will not have to buy additional or replacement ratchet straps for their cargo systems. This device allows operators to secure similar loads using half the number of straps; and also increases safety and security of the load.”
